I've found that Arkhan at the front, using Bulk Up, to be the most flexible, because the only absolute requirement a 3-person triangle, with Arkhan at front and Celeste/Calliope behind him. Bulk Up, on the other hand, will let you get and boost both by just having Calliope directly behind Arkhan. For example, if you want to usurp both of Calliope's buffs, she would have to be two columns behind Arkhan and three slots away from him, which isn't always possible. If Arkhan is at the front, the question is: can you apply more buffs to Arkhan directly or to the slots directly next to Arkhan? That can different be for different formation shapes.
